CAP provides the operating structure to assess project eligibility, organize evidence and manage counterparties. Validation, verification, registry issuance, authorization, sale and retirement each require their own factual conditions.

Development workflow

Eight stages with distinct decisions and responsibilities.

Progress only when the preceding evidence, agreements and review requirements are complete.

Stage 1

Internal feasibility

Technical review, fleet screening, scale, preliminary additionality and economics.

Stage 2

Methodology confirmation

Specialist review, registry/standard consultation, eligibility memorandum and gap analysis.

Stage 3

Stakeholder contracting

Participation, MRV access, rights, LVEP support and benefit-sharing agreements.

Stage 4

Project development

Project description, baseline, monitoring, additionality, safeguards and financial model.

Stage 5

Validation

Select approved VVB, submit documents, respond to findings, obtain listing/registration if accepted.

Stage 6

Monitoring

Collect actual data, perform QA/QC, maintain audit trail and prepare monitoring report.

Stage 7

Verification + issuance

Independent verification, corrective actions, registry review and serialized-credit issuance.

Stage 8

Commercialization

Buyer diligence, contract, transfer, settlement, retirement and benefit-sharing distribution.

Standards and programs

Data and market delivery

Telematics, fuel-data and depot-management providers; exchanges, marketplaces, brokers, trading houses, buyers, insurers and legal advisers.

Gate before action

Do not commercialize an unverified pathway.

Validation / verification

Select an approved VVB only when a selected program requires it; submit the required project and monitoring evidence; respond to findings.

Registry / authorization

Listing, registration, issuance, Article 6 authorization and corresponding adjustment each require separately documented facts and statuses.

Sale / retirement

Use buyer KYC, contracts, registry transfer, settlement and retirement evidence. A transferred or retired credit cannot be sold again.
