# CAP Operations Guide ## Purpose Operate an LVEP fleet-efficiency pilot with traceable source data, controlled comparison and conservative claims. ## Minimum operating sequence 1. Confirm engine/OEM compatibility, operating envelope, warranty position and LVEP specification. 2. Execute participation, data-access and environmental-attribute agreements before project accounting. 3. Freeze baseline, monitoring, data-management and QA/QC plans. 4. Collect fueling, distance/engine-hour, route/duty-cycle, maintenance and oil-cutover records. 5. Reconcile source data, document exclusions and calculate normalized fuel intensity. 6. Use a fully documented, approved emissions factor only for screening/operational reporting. 7. Seek methodology, registry, validation/verification and regulatory confirmation before making any formal credit claim. ## Required audit file Keep the protocol, source data, cleaned data, calculation record, factor approval, maintenance/oil records, exclusions, rights evidence, methodology review, claims approvals and all external correspondence. ## Claims boundary Use “measured fuel savings” and “estimated CO2 avoided based on measured fuel savings” only when supported. Do not state or imply issued credits, authorization, registry acceptance, transfer or retirement without documentary evidence.
